Kim Bellard is an independent consultant with extensive experience in the health care and insurance industries, with a focus on e-commerce, product development and marketing, and strategy development.
At Highmark Blue Cross Blue Shield, Kim led Highmark’s efforts in using technology and information to help consumers to take greater responsibility for their health and also to make it easier for various constituents to do business with Highmark. These efforts included cost & quality information, consumer and other constituent portals, and multiple online consumer tools. He also led the development and marketing of Highmark’s integrated health/financial services products such as high deductible/HSA integrated products and the Healthcare Gift Card. In addition, the various self-service and paperless innovations his team introduced allowed Highmark to significantly reduce operating expenses.
Prior to joining Highmark, Kim had a twenty year career with Prudential Healthcare, in a wide range of positions that included health plan operations, health policy, product development, and market research. During this time he also served as a loaned executive to the Senate Committee on Aging and helped staff Senator John Heinz on the Pepper Commission.
Kim is is particularly interested in helping consumers better understand and have more control over their health care and health care spending, and in how technology can be used towards those ends and in making the health care system more effective.
