OSEHRA Proposes Visionary Open Digital Health Platform for the VA
The Veterans Health Administration (VHA) recently released a Request for Information (RFI) calling for advice on how to build an open, "interoperable digital health platform." The RFI received 40 responses. Only one of those was publicly released, the one from OSEHRA. That the open source EHR organization was the only one that has been open in their submissions, by itself, tells a story. There are some in the VA proposing replacing the open source VistA EHR with a "Commercial" lock-in product. Proprietary EHR vendors are circling the VA like sharks smelling blood in the water, and they don't want the public to know what they are up to...The OSEHRA response below. Note that several dozen OSEHRA member companies and associates participated in drafting this response.

Puerto Rico’s Health-Care Crisis Threatens the Mainland
Just a few years ago, New York had a health-care crisis on its hands. The state was spending $50 billion a year on Medicaid in 2011 -- more than any other state in the country. Health-care officials in New York worked together to bring down spending, and last year the state introduced an $8 billion plan to repurpose its whole program, with a focus on outpatient care and community health. But now the state is facing another threat to its health-care system: Puerto Rico. America’s biggest territory continues to find itself in serious financial trouble, with a current debt of $72 billion, which the territory’s governor has declared "not payable"...

Ransomware Costs N.Y. Hospital Nearly $10M
A hospital that lost control of its computers last spring when hackers unleashed ransomware on its systems has paid nearly $10 million recovering in the past few months. The hackers had demanded nearly $30,000 worth of bitcoin as ransom, but officials with Erie County Medical Center in Buffalo, New York, declined, knowing there would be no guarantee that the attackers would fully remove their malicious software once paid off, The Buffalo News reported Wednesday.

What Can You do with Open Data?
Play a word association game and the word "open" will almost surely be followed by "source." And open source is certainly an important force for preserving user freedoms and access to computing. However, code isn't the only form of openness that's important. Open data has been discussed for at least a decade. At the OSCON conference in 2007, Tim O'Reilly kicked off a bit of a ruckus when he suggested that open data might actually be more important than open code. Open data in this context mostly referred to the ability to export the user-created "Web 2.0" data, which was becoming important at that time. Which Bionic Limb to Prescribe? VA's Gait Lab Aims to Build Evidence-Based High-Tech Prosthetics
Prosthetics has come a long way—witness the $35,000 computerized knee that sits on a table in Maikos' Gait and Motion Analysis Lab, coupled with a $30,000 bionic foot. The high-tech components are awaiting testing with Veteran amputees who come to the lab. Some have lost a leg to an IED or rocket-propelled grenade in Iraq or Afghanistan—or perhaps to a mine or mortar blast decades ago in Vietnam. Others have lost a foot or leg in an accident, or to diabetes or vascular disease. The purpose of the tests is twofold: to help determine the best prescription for the Veterans, and to gather research data. Along with gait abnormalities, Maikos studies functional outcomes such as walking speed and distance.
