Europe Pledges Support For Open Source Government Solutions

It was thus fitting that Estonia, the current EU presidency, brought together Ministers from 32 countries (under the umbrellas of the EU and European Free Trade Association) to adopt the Tallinn Declaration on E-Government, creating a renewed political dynamism coupled with legal tools to accelerate the implementation of a range of existing EU policy instruments (e.g., the e-Government Action Plan and ISA² program). Harvard Medical School, Kiel University of Applied Sciences and others are using Nextcloud in the response to COVID-19

The DICOM viewer app for Nextcloud in particular is used in Brazil in the fight against COVID-19. At the Kiel University of Applied Sciences Nextcloud is used in the development of bluetooth measurement algorithms from the OHIOH.de research team. This is a research project using machine learning and AI to improve the accuracy of Bluetooth-based COVID-19 tracking apps where information is collected through "Bluetooth". The application focuses on research topics to warn and help with required actions in fighting and minimizing the spread of COVID-19.

The year 2016 resulted in several important developments that affect the FOSS ecosystem. While they are not strictly "legal developments" they are important for the community. For one, Eben Moglen, the general counsel of the Free Software Foundation, stepped down. Eben has been a leader on FOSS legal issues since the late 1990s and has been critical to the success of the FOSS movement. The FOSS community owes him a huge debt of gratitude, and I expect that he will continue to be active in the FOSS community.
