Multiple New Reports on Interoperability Released

Two new reports on interoperability, and a related Call to Action were released in fall 2017 with potential impact on public health. The reports focus on the perceived successes and barriers to health information exchange and interoperability. We draw out the relevance of these reports to public health as well as some of our own observations on these issues from a past working paper. The Call to Action released by the Health Information Management and Systems Society (HIMSS) calls on the Department of Health and Human Services (HHS) to demonstrate leadership and promote progress in a number of key areas.

ONC HITAC Public Health Data Systems Task Force Releases Recommendations

On November 10, 2022 the Office of the National Coordinator for Health Information Technology’s (ONC) Health Information Technology Advisory Committee (HITAC) accepted and approved the recommendations of its ad hoc Public Health Data Systems Task Force. As discussed in an earlier post, the Task Force has been meeting since August 2022 and was charged with examining how improvements might be made in ONC certification rules for criteria related to public health data submission. In addition, and perhaps for the first time, the task force was also charged with developing recommendations related to the public health side of the equation: how public health data systems and/or standards might improve to ensure a smoother flow of information with clinical care. ONC Launches Public Health Data Systems Task Force

In August 2022 the Office of the National Coordinator for Health Information Technology (ONC) launched the 2022 Public Health Data Systems Task Force as a subcommittee of the Health Information Technology Advisory Committee (HITAC). The task force will meet through the beginning of November to present recommendations continuing and building upon the work of the 2021 task force. Members of the task force include individuals from various levels of government, relevant public health associations, and industry partners. Specifically, the task force is focused on the certification criteria for EHR products certified under the ONC Health IT Certification Program that cover transmission of data from EHRs to public health in these domains...

ONC Selects Noam Arzt to serve on the ONC Trusted Exchange Framework Task Force

Arzt, President of HLN Consulting (HLN), as a member of the Trusted Exchange Framework Task Force. This group of healthcare and health information technology specialists will advise ONC on various aspects of the Draft Trusted Exchange Framework. This framework outlines a common set of principles for trusted exchange of health information records and minimum terms and conditions for trusted exchange as directed by Congress in the 21st Century Cures Act.

Open Source Immunization Forecaster Updated to Support Pfizer COVID Vaccine

On December 15, 2020, HLN released a new version (v1.26.2) of the Immunization Calculation Engine (ICE) in support of the Pfizer COVID vaccine. ICE is a state-of-the-art open source software system that provides clinical decision support for immunizations for use in Immunization Information Systems (IIS), Electronic Health Record (EHR), and Personal Health Record (PHR) Systems. Version 1.26.2 includes support for new COVID-19 Vaccine Group (with the Pfizer vaccine only). A subsequent release, coming soon, will likely add support for the Moderna vaccine. Read More »

Preliminary Thoughts on CMS Proposed MIPS IP Rule Changes: A Public Health Perspective

Well, here we go again. The Centers for Medicare and Medicaid Services (CMS) has now released a new Notice of Proposed Rulemaking (NPRM)...The purpose of this NPRM is to address proposed changes for Year 3 of the Merit-based Incentive Payment System (MIPS), the provider (as opposed to hospital) side of the Quality Payment Program. The part that is most relevant to public health is the Medicaid Promoting Interoperability (IP) Program for Eligible Professionals (EP)” (the EHR Incentive Programs have been renamed). A major goal of this NPRM is to synchronize as much as possible the EP program with the hospital-based program that was addressed in a previous NPRM just a few months ago.

The Sequoia Project Releases a Useful Workgroup Report on Information and Pandemic Response

In February 2022 the Sequoia Project released its Emergency Preparedness Information Workgroup’s Pandemic Response Insights and Recommendations. This workgroup was convened in the fall of 2020 at the height of the pandemic with a diverse set of stakeholders from all areas of the healthcare system. The resulting short report is worth a read as it offers concise analysis and recommendations. The first task the workgroup undertook was to conduct a SWOT (strengths, weaknesses, opportunities, threats) analysis focused on pandemic response. There was a strong public health focus that resulted from this activity: “During a declared emergency, and during non-emergency times as well, public health should be viewed as a collaborator and partner with equal access to shared data” (p. 6).
