Aligning with the Standards Development Community: The New Cycle for Standards Version Advancement Process

As part of ONC’s ongoing charge to coordinate across federal and industry stakeholders, we determined it was necessary to adjust our Standards Version Advancement Process (SVAP) timeline. Although it may seem like this process has been around for a while, it’s still brand new and we’ve been looking at ways to optimize how the process aligns with other standards development work in the community. The changes we’ve made will help ensure timely publication of implementation specifications central to our cadence for new versions of USCDI.

Cures Act EHR Reporting Program Draft Measures—What this Means for Public Health

As part of the ONC Health IT Certification Program, Congress mandated the establishment of an Electronic Health Record (EHR) Reporting Program to help determine the effectiveness of the program. The first step toward implementation was the development of an initial set of CEHRT developer metrics which were released in draft form in December 2021. When finalized, these metrics will represent data that EHR vendors will have to report to ONC as a Condition and Maintenance of Certification. The initial focus of the metrics developed was interoperability, and public health was one of four categories considered.

As promised last week, I’ve read and taken detailed notes on the entire 962 page MACRA notice of proposed rulemaking (NPRM) so that you will not have to. Although this post is long, it is better than the 20 hours of reading I had to do! Here is everything you need to know from an IT perspective about the MACRA NPRM...What is the MACRA NPRM trying to achieve with regard to healthcare IT? The MACRA NPRM proposes to consolidate components of three existing programs, the Physician Quality Reporting System (PQRS), the Physician Value-based Payment Modifier (VM), and the Medicare Electronic Health Record (EHR) Incentive Program for eligible professionals (EPs), creating a single set of reporting requirements. The rule would sunset payment adjustments under the current PQRS, VM, and the Medicare EHR Incentive Program for eligible professionals...

HITAC Task Force Comments on ONC HTI-1 NPRM

On June 15, 2023, the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule Task Force 2023 released its recommendations on the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule which proposes new  provisions from the 21st Century Cures Act and makes updates to the ONC Health IT Certification Program (Certification Program). The limited-engagement task force met intensely during April, May, and June 2023 to develop its own set of observations and recommendations which were submitted to the Office of the National Coordinator for Health Information Technology (ONC).

ONC Gets It Mostly Right with TEFCA 2.0

On April 17, 2019 the Office of the National Coordinator for Health Information Technology (ONC) released the second draft of its Trusted Exchange Framework and Common Agreement (TEFCA) for comment. ONC HTI-1 NPRM Through Public Health Eyes

On April 18, 2023, the Office of the National Coordinator for Health Information Technology (ONC) published for comment the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule which proposes new  provisions from the 21st Century Cures Act and makes updates to the ONC Health IT Certification Program (Certification Program). Weighing in at over 500 pages (the pre-release version), this proposed rule provides some refinements to existing ONC programs, corrections to others, and extensions to yet other provisions. ONC provides additional materials about this proposed rule, including fact sheets, blog posts, and records from topical webinars on their website. Note especially the information provided about a joint ONC-CDC sponsored informational webinar which took place on May 24, 2023, and is available for playback on the site.

ONC Launches Public Health Data Systems Task Force

In August 2022 the Office of the National Coordinator for Health Information Technology (ONC) launched the 2022 Public Health Data Systems Task Force as a subcommittee of the Health Information Technology Advisory Committee (HITAC). The task force will meet through the beginning of November to present recommendations continuing and building upon the work of the 2021 task force. Members of the task force include individuals from various levels of government, relevant public health associations, and industry partners. Specifically, the task force is focused on the certification criteria for EHR products certified under the ONC Health IT Certification Program that cover transmission of data from EHRs to public health in these domains...

ONC Releases Final Rule on Interoperability: How Might it Affect Public Health?

On March 9, 2020 the Office of the National Coordinator for Health Information Technology (ONC) released its final rule on the 21st Century Cures Act: Interoperability, Information Blocking, and the ONC Health IT Certification Program. Referred to by some people as the "Information Blocking Rule," since this is the primary topic, the document actually covers a host of other issues related to interoperability driven primarily by requirements of the 21st Century Cures Act. The Office of the National Coordinator for Health Information Technology (ONC) will hold the 2018 Annual Meeting November 29-30, 2018 at the Washington Hilton in Washington, DC.  The 2-day meeting will gather approximately 1,200 health IT partners and will include a combination of plenaries and breakout sessions each day.  The plenary sessions will include keynote addresses and panel discussions.
