On June 15, 2023, the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule Task Force 2023 released its recommendations on the Health Data, Technology, and Interoperability: Certification Program Updates, Algorithm Transparency, and Information Sharing (HTI-1) Proposed Rule which proposes new provisions from the 21st Century Cures Act and makes updates to the ONC Health IT Certification Program (Certification Program). The limited-engagement task force met intensely during April, May, and June 2023 to develop its own set of observations and recommendations which were submitted to the Office of the National Coordinator for Health Information Technology (ONC).

Draft TEFCA Facilitated FHIR Implementation Guide: A Public Health Perspective
On October 7, 2022, the Trusted Exchange Framework and Common Agreement (TEFCA) project released a Draft TEFCA Facilitated FHIR Implementation Guide. As described in an earlier post, the project released a specific plan for integrating HL7 Fast Health Information Resources (FHIR) into the architecture that was defined explicitly in a new Roadmap for later implementation. This draft implementation guide (IG) provides the initial proposed details for this functionality. TEFCA only poses technical requirements on its direct participants, the Qualified Health Information Networks, or QHINs, but they are not the actual sources nor destinations of the data. The actual “FHIR details” are sketchy in this IG; maybe that is by design. It seems to specify just what the QHIN needs to know to do patient discovery and move the query and response around rather than any specifics on where a query originates nor where the response goes, let alone what data is contained.

DSS and HLN Consulting Partner to Offer Enhanced Immunization Forecasting Solution
Document Storage Systems, Inc. (DSS), a leading provider of health information technology (HIT) solutions for federal, private and public healthcare organizations, announced that it has partnered with HLN Consulting to offer an enhanced forecasting solution that provides clinical decision support (CDS) for immunizations. HLN Consulting’s open source Immunization Calculation Engine (ICE) is now interfaced with the DSS Immunization Dashboard (iDB), to bring patient-specific immunization forecasting to the provider without an interface to a registry. iDB provides a visualization of the patient’s historical record from the treating facility, as well as information from the Immunization Registry.

Health Organizations Implore Congress to Fund Public Health Surveillance Systems
HLN Consulting joined more than eighty organizations, institutions, and companies in imploring Congress to fund public health surveillance systems. The appropriations request letters – one to the House and one to the Senate – seek one billion in funding over ten years (and $100 million in FY 2020) for the Centers for Disease Control and Prevention (CDC). This funding would allow CDC, state, local, tribal, and territorial health departments to move from sluggish, manual, paper-based data collection to seamless, automated, interoperable IT systems and to recruit and retain skilled data scientists to use them.

HIMSS18: Key Exhibitor Booths for Open Solutions, Collaboration, and Interoperability
The annual gargantuan HIMSS conference is back at Las Vegas with over 40,000 participants, over a thousand exhibitors, and more than 600 presentations. As we saw last year in Orlando, more than half of the conference presentations are focused on applications based on open source such as FHIR and Blockchain, and a great emphasis on open solutions for interoperability. With so many presentations and exhibits, it is impossible to provide a full overview. Below are a few of some of the most interesting exhibits of open solutions this year.

HIMSS19: What to Look Out For
The 2019 HIMSS Annual Conference and Exhibition is in many ways a daunting event. Upwards of 40,000 people will likely attend this combination of educational experience, trade show, and overall shmooz-fest. But many people who go to this conference have a tough time: its sheer size can be quite overwhelming. There are pre-conference symposia, popular and important keynote speakers, educational sessions along with a myriad of topical tracks, and a massive exhibition hall that runs the full length of the Convention Center. HIMSS20 - The Open Health Companies That Were Going to Participate
The HIMSS20 conference has been cancelled as a result of concerns due to the global spread of the coronavirus. Although the conference is not taking place, we have decided to publish a variation on our annual HIMSS conference Open Health Guide. Open Health News has published Open Health Guides to HIMSS conferences almost since our founding. They were widely read with thousands of reads each. So they are now a tradition for our publication and there were many great open health companies that were going to have exhibits at the HIMSS20 conference as well as presentations. Dominant health IT vendors spend over a billion dollars a year in PR and marketing for their lock-in solutions. Unable to match that kind of PR power, the annual HIMSS conference has been one of the few opportunities where Open Health companies have had to present their solutions to the world.

HLN and Oregon Health Authority Present Optional Approaches to Oregon's School Immunization Reporting Process at Atlanta Conference
At the 2018 National Immunization Conference (NIC) held in Atlanta May 15-17, HLN co-presented Diverse Stakeholder Perspectives to Improve Oregon’s School Immunization Reporting Process in collaboration with the Oregon Immunization Program (OIP). Aaron Dunn, Oregon’s Immunization Program Manager, and Marcey Propp, HLN Project Manager, presented the project context, approach, and outcomes as part of the segment for Improving measurement and reporting to foster clear vaccine communication. The project context included antiquated technology, the growing complexity of vaccine requirements, and excessive, redundant and unnecessary workload that culminated in making the current school immunization reporting process unsustainable.
